About this opportunity
The Naval Air Systems Command intends to competitively award an indefinite delivery/indefinite quantity contract to support depot level modifications to the CH-53 heavy lift helicopter. The contract will be for a five year period of performance and include non-recurring and recurring engineering changes, fabrication, assembly, system integration and installation support at nine government locations. Proposals were originally due by September 1, 2022 but have been extended to July 11, 2022 to allow offerors time to address questions that impacted pricing and schedule preparation.
The solicitation is set aside for total small business and will utilize NAICS code 336411 for aircraft manufacturing with a principal supply code of J019 for aircraft overhaul and conversion. Key requirements include the use of government furnished property and tools, transition plans for phase-in of work, and experience criteria for prime contractors and joint ventures performing the non-recurring and recurring depot level modifications to the CH-53 fleet. Place of performance will be at government facilities located in nine different locations.

Question: There are delays with registering a Joint Venture to obtain a UEI and CAGE code with Sam.gov. If the UEI and CAGE code for the JV cannot be obtained prior to the due date of the proposal, can the proposal be submitted with the EIN of one of the entities and updated later?
Answer: The Government is aware of and is monitoring the situation. The proposal deadline has already been extended by 2 weeks to July 11th 2022. If these issues are still presenting a problem as the proposal due date approaches, the Government will reassess the situation.
