About this opportunity
The Naval Air Systems Command (NAVAIR) at Patuxent River, Maryland intends to issue a firm fixed price modification to existing contract N0001926C0140 with Bell Textron Inc. for security requirements and Delta Production Readiness Review tasks supporting the Structural and Power Improvements for Next-Gen Effects (SPINE) Phase III effort, with a response deadline of August 27, 2026. The modification covers electrical sub-system components for both AH-1Z and UH-1Y helicopters and structural components for the UH-1Y.
This procurement will be awarded to Bell Textron as a sole-source action under 10 U.S.C. 3204(a)(1) and FAR 6.103-1. NAVAIR has determined Bell is the only responsible source capable of meeting requirements, citing the Government's lack of requisite license rights in Bell Process Specifications and Bell Standards. The Navy estimates that qualifying an alternative source and developing the necessary technical data would require eight years based on historical UH-1Y/AH-1Z upgrade data, resulting in unacceptable delay. Although the Government holds unlimited data rights in the SIEPU Technical Data Package, this does not extend to the proprietary specifications needed for competition.
Interested subcontractors should contact Bell Textron through the supplier registration process at bellhelicopter.com or email strategicsourcing@bellhelicopter.textron.com. Questions regarding this notice should be directed to Andrea Long at andrea.r.long4.civ@us.navy.mil.
Notice text
The Naval Air Systems Command (NAVAIR) Patuxent River, MD intends to issue a Firm Fixed Price (FFP) modification to contract N0001926C0140 to Bell Textron Inc., 3255 Bell Flight Blvd, Fort Worth, Texas 76118. This modification includes tasks for security requirements and Delta Production Readiness Review (PRR) for sub-system configuration components specific to electrical items for both AH-1Z and UH-1Y and to structural items for UH-1Y, in support of the Structural and Power Improvements for Next-Gen Effects (SPINE) Phase III effort.
This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C.3204(a)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.103-1. Although the Government possesses unlimited data rights in the SIEPU Technical Data Package, it does not possess the requisite license rights in the Bell Process Specifications and Bell Standards necessary to compete the efforts anticipated. The estimated timeframe to qualify another source and develop the technical data for the requirements herein is eight (8) years based on historical UH-1Y/AH-1Z Upgrades data and, as such, an award to another source would result in an unacceptable delay in providing the supplies and services. Therefore, NAVAIR has determined Bell is the only responsible source capable of meeting the agency’s requirements. This notice is for information purposes only.
