About this opportunity
Naval Air Systems Command (NAVAIR), Patuxent River, Maryland intends to issue a sole-source Cost-Plus Fixed Fee delivery order under existing Basic Ordering Agreement N00019-26-G-1003 with Bell Textron Inc. to procure H-1 Engineering and Logistics sustainment support for calendar years 2027 through 2031, with the response deadline of May 20, 2026.
The delivery order covers sustainment engineering and logistics support for United States Marine Corps legacy H-1 fleet aircraft (AH-1Z and UH-1Y), Foreign Military Sales support for Bahrain (AH-1Z), Czech Republic (AH-1Z and UH-1Y), Taiwan (AH-1W), and Nigeria (configuration and delivery support), plus cognizant domestic and FMS Peculiar Support Equipment support. Work commences in calendar year 2027 with options extending through 2031.
NAVAIR justifies sole-source award under 10 U.S.C. 2304(c)(1) and FAR 6.302-1, asserting that the Government does not own the technical data or possess requisite license rights to support competition. NAVAIR determined that qualifying an alternative source and developing the necessary technical data would require approximately eight years based on historical H-1 Weapon System upgrade precedents, making sole-source award necessary to avoid unacceptable delay. Bell Textron is the identified sole responsible source.
Support scope includes Systems Engineering principles application, engineering investigations, H-1 specific fleet training, Engineering Change Proposal development, program management, and configuration management.

This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1. The Government does not currently own the technical data, nor possess the requisite license rights necessary to compete the efforts anticipated. The estimated timeframe to qualify another source and develop the technical data for the requirements herein is eight (8) years based on historical AH-1W/UH-1Y/AH-1Z Upgrades data and, as such, an award to another source would result in an unacceptable delay in providing the supplies and services. Therefore, NAVAIR has determined Bell is the only responsible source capable of meeting the agency's requirements. This notice is for information purposes only.
