About this opportunity

NASA is seeking to procure two custom SHOTOVER Systems F1 Gyro-Stabilized Gimbal Systems with Mid-Wave Infrared Imagers for its Exploration Ground Systems and Orion programs. The solicitation, issued under RFQ number 80TECH25Q0055, requires vendors to submit a comprehensive quote that includes modified gimbal assemblies, high-definition MWIR imagers, variable zoom lenses, navigation subsystems, mission processors, and related accessories. The primary objective is to obtain systems capable of capturing nighttime imagery of the Orion spacecraft during entry, descent, and landing from Navy helicopters. NASA will evaluate quotes based on technical acceptability, with the contract to be awarded to the lowest-priced technically acceptable vendor. The original quote submission deadline of March 20, 2025, was amended to March 24, 2025, with quotes due by 4:00 PM Central Standard Time and questions accepted until 12:00 PM CST two business days before the response deadline.

The solicitation is designated as a total small business set-aside under NAICS code 541519, with a size standard of $34,000,000. The place of performance is located in Florida (zip code 32899), and the contract requires a delivery timeline of 120 days from the award date, with terms specified as FOB Destination. While specific incumbent contractors are not identified, the procurement calls for a total firm fixed price quote that includes all costs, including shipping. The systems require a 1-year standard warranty covering hardware defects and providing 24/7 service and support. Vendors must submit their quotes as PDF documents and meet the technical specifications outlined in the attached Statement of Work. The contract specialist Kaelin W. Kelley and Contracting Officer Debbie R. Matthews from NASA are the primary points of contact for this procurement.
