About this opportunity

NASA's Armstrong Flight Research Center is soliciting capability statements for avionics and display upgrades on a Gulfstream GV aircraft, with responses due by July 16, 2026. This is a sources-sought notice (80AFRC26SS018), not a request for proposal; no proposals should be submitted.

The Government is market-testing to determine appropriate competition level and small business subcontracting goals. NASA explicitly reserves the right to set aside the eventual procurement as a Small Business, Small Disadvantaged Business, HUBZone, Veteran Owned Small Business, Service-Disabled Veteran Owned Small Business, or Women-Owned Small Business contract based on responses received. Interested parties—including primes, subcontractors, teaming partners, and all socioeconomic categories of small businesses and HBCUs/Minority Institutions—should submit capability statements demonstrating relevant experience.

The upgrade comprises two integrated packages completed during a single coordinated maintenance visit not exceeding 20 working days. The first package installs six DU885 LCD display units with Synthetic Vision integration, replacing existing DU880 CRTs, and requires coordination with Honeywell on Symbol Generator software upgrades at a Gulfstream-authorized facility under applicable Supplemental Type Certificates. The second package removes existing Honeywell Laseref Inertial Reference Units and installs three Laseref IV units with alignment and leveling per STC requirements. The contractor must maintain SAE AS9100 quality management system compliance, provide project management and weekly status reporting, conduct a kickoff meeting within one month of award, and deliver completion packages and a closeout report with STC documentation and warranty claim support.

Respondents should provide feedback on realistic SB subcontracting goals, barriers to SB participation (certifications, technical requirements, security needs, specialized tools, high-risk performance areas), and strategies to increase SB involvement through component-level breaks, subcontracting opportunities, or teaming approaches.
