This is not a solicitation/request for proposal. The solicitation/request for proposal will be forth coming. When issued the Solicitation/Request for Proposal can be found on the DSCC Bid website at http://dibbs.dscc.dla.mil/rfp/.
The subject requirement is for the acquisition of the NSNs listed below. This will be solicited as an Indefinite Quantity Long Term Contract containing a 3 year base period and two 1 year options. The total duration, base plus option years, shall not exceed 5 years. The solicitation will be Unrestricted. Solicitation will be issued using FAR Part 15 procedures.
NSNs are now part of the First Destination Transportation (FDT) program, which is Government, arranged commercial transportation will be used in lieu of supplier provided transportation. Suppliers will register with DLA's Vendor Shipment Module (VSM). When ready to ship, supplier will request a pick-up in VSM. Pick-ups are generally made within 48 business hours of the request by commercial carrier.
Trade Agreements Act applies. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items. However, interested persons may identify to the contracting officer their interest and capability of providing a commercial item within 15 days of this notice.
Various incremental quantities will be solicited. While price is a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance and other evaluation factors as described in the solicitation. All responsible sources may submit an offer/quote, which shall be considered.
