About this opportunity
NASA Armstrong Flight Research Center is conducting market research to procure Rolls Royce TAY 611-8 engines for a Gulfstream G-IV aircraft through this pre-solicitation notice posted on August 21, 2025. The agency is seeking information from potential suppliers regarding industry availability and lead times for these engines, estimated costs including shipping to NASA AFRC, engine condition and remaining service life with supporting documentation, and potential long-term lease options not exceeding five years between major maintenance inspections. Interested parties must submit capability statements that include anticipated subcontracting goals across multiple socioeconomic categories including Small Business, Small Disadvantaged Businesses, HUBZone firms, Woman Owned Small Businesses, Service-Disabled Veteran Owned Small Businesses, and Veteran Owned Small Businesses. The government will use these responses to determine the appropriate level of competition and establish small business subcontracting goals for the eventual solicitation. The response deadline for this market research is September 19, 2025, and interested firms must monitor SAM.gov for any future solicitation release as no formal solicitation currently exists.
This opportunity does not utilize any set-aside designations at this pre-solicitation stage, though NASA reserves the right to set aside the eventual requirement for any socioeconomic category based on the market research responses received. No incumbent contractors or potential award values are specified in this notice, as this represents an information-gathering phase rather than a competitive procurement. The specific quantity of engines required is not detailed beyond the general reference to engines needed to sustain the Gulfstream-IV aircraft operations. The timeline focuses on normal operational use with lease options limited to five-year terms between major maintenance inspections, though no overall contract performance period is established. Companies responding to this market research should prepare comprehensive capability statements demonstrating their ability to supply these specialized aircraft engines while meeting the government's small business subcontracting objectives.
