About this opportunity

The Department of Agriculture Rural Housing Service has issued a Special Notice seeking a Security Application Programming Interface (API) Subject Matter Expert (SME) to support the Guaranteed Underwriting System (GUS) Business to Government (B2G) initiative. This procurement opportunity, posted on November 7, 2025, with a deadline of December 8, 2025, aims to provide the Rural Development Technology Office's Cybersecurity Division with specialized technical expertise. The contract will be performed at two primary locations: USDA Rural Development headquarters in Washington, DC, and the Federal Center in St. Louis, Missouri. This is not a set-aside contract and is available to all eligible contractors meeting the specified qualifications. The notice represents the government's need for advanced cybersecurity capabilities within its mortgage-related application infrastructure.

The objective of this contract is to ensure end-to-end lifecycle management of API oversight and security for mortgage-related applications, with responsibilities including architecture validation, implementation of security best practices, system integration, performance optimization, and cross-functional team collaboration. Contractors must demonstrate expertise in API security, authentication, encryption, threat protection, and performance monitoring while maintaining compliance with stringent federal requirements including NIST 800-53 Revision 5, NIST 800-171 Revision 3, FISMA, and PCI DSS standards. The contract expressly prohibits work by employees located outside the Continental United States, including telework arrangements, which effectively restricts the contractor workforce to domestic locations only. While specific eligibility criteria beyond technical qualifications are not explicitly detailed in this notice, contractors should be prepared to demonstrate relevant cybersecurity experience, API development and implementation expertise, and the capability to meet federal compliance standards. Interested parties must submit their proposals by December 8, 2025, to be considered for this opportunity.
