About this opportunity

This Special Notice from the United States Army Corps of Engineers Engineer Research and Development Center announces the expansion of a study on GUAM Island. The Center intends to award a sole source purchase order to Oceanweather, Inc. for additional delivered data sets, tropical parameters for prior and new tropical storms, and continuous wind, pressure, and boundary spectra from 1979-2023. Interested parties may submit capability statements by March 15, 2024 to identify their interest and ability to fulfill the requirement, however the notice indicates Oceanweather, Inc. is the only source able to meet the requirement due to their proprietary tools and ability to ensure consistent and interoperable data with the original GUAM Island Study. Any responses should reference "GUAM ISLAND STUDY" and be emailed to the provided addresses by the stated deadline, though no guarantee is made that alternative acquisition strategies will be considered.

The expansion of the GUAM Island Study will provide additional weather data surrounding Guam from 1979-2023 to develop a directionally based storm set. As Oceanweather, Inc. developed the proprietary tools used in the original study, the Center has determined they are the sole source capable of delivering consistent data to avoid contaminating the existing study results. Interested parties may submit capability statements for consideration, but the notice suggests the award will be made sole source to Oceanweather due to their unique ability to meet the requirement.

Notice text

The United States Army Corps of Engineers (USACE) Engineering Research and Development Center – Coastal and Hydraulics Laboratory (ERDC-CHL) in Vicksburg, MS has a requirement for expansion of a GUAM Island Study.  The expansion of the study will include additional delivered data sets, tropical parameters for prior study tropicals, tropical parameters for new tropicals, and continuous wind, pressure, and boundary spectra from the ERA5 model archive from 1979-2023. The expansion will also include wind and wave time series from 1979-2023 at points surrounding Guam to produce a directionally based storm set.

ERDC-CHL intends to award a purchase order on a sole source basis to Oceanweather, Inc., 350 Bedford Street, Samford, CT 06901-1742, in accordance with FAR 13.501(a)(2)(i).

Market research indicates that Oceanweather, Incis the only source for this requirement because Oceanweather has developed in-house tools (eg. Winds Workstation and others) that are capable of nearly duplicating hand kimatic analysis procedures and results.  There are no other groups (government, academia, or private consulting firms) possessing these characteristics and capabilities.  The government has determined that the circumstances of this requirement deem that Oceanweather is the only source reasonably available to provide this information.  Diverging from previously used methods would contaminate the resulting Guam Island data, WIS products, and compromise the value of the original study of Guam Island storm data. Oceanweather, Inc. is the only source available to deliver data which would be consistent and interoperable with the current Guam Island Study.

Due to these reasons Oceanweather, Inc. is the sole source for this procurement.

This is not a small business set aside.

This Notice of Intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will be in any way alter the Government’s acquisition strategy.

Please provide responses to this notice no later than 12:00PM, CST, Friday, 15 March 2024, to:

CHL-CT-QUOTES@usace.army.mil

Telephone responses will not be accepted. Any responses to this notice of intent should include the text GUAM ISLAND STUDY in the subject line of the response.  Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offers list, or to receive a copy of any solicitation.  A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
