About this opportunity

The U.S. Army Portfolio Acquisition Executive (PAE) Fires issued a Request for Solutions Brief (RFSB) for the Guam Defense System (GDS) Battle Manager Suite prototype with a due date of July 15, 2026, with intent to award one or more Other Transaction Agreements for Prototype (pOTA) under 10 U.S.C. 4022. Eligibility is restricted to U.S. companies with the ability to process and store SECRET information and hardware.

The GDS develops a secure, scalable joint Command and Control layer integrating data from existing Department of Defense C2 systems to defend against ballistic and non-ballistic threats. Solution Briefs, limited to ten pages plus cover sheet and data rights assertions, must address technical approach (minimum Technology Readiness Level 6), development processes, GDS integration capability, schedule, and rough order of magnitude costs using a Government-provided work breakdown structure. Cost estimates must cover hardware, software development and support, planner development and support, licensing, contractor logistics support, travel, and other direct costs, and demonstrate compliance with nontraditional defense contractor, small business participation, and cost-sharing requirements.

The competition proceeds in three phases: Phase 1 (Solutions Brief submission by July 15, 2026 at 4:00 PM ET); Phase 2 (vendor demonstrations August 17–21, 2026); and Phase 3 (Request for Prototype Proposals with responses due October 27, 2026). The pOTA includes a base period of up to 12 months with four 12-month option periods, with estimated award in first quarter FY2027 subject to funding availability. Questions are due by July 8, 2026 at 4:00 PM ET; CAGE Code information is due by June 30, 2026.
