About this opportunity
The U.S. Army Portfolio Acquisition Executive (PAE) Fires is issuing a Guam Defense System (GDS) Request for Solutions Brief (RFSB) under MOSAIC-26-04 with intent to award one or more prototype Other Transaction Agreements (pOTA) under 10 U.S.C. 4022, with solutions briefs due by 0900 EST on July 20, 2026. Only U.S. companies with facility clearance to process and store SECRET information and hardware are eligible. Statutory requirements mandate participation by at least one nontraditional defense contractor or nonprofit research institution and cost-sharing of at least one-third of total project costs from non-Federal sources.
The GDS Battle Manager Suite (BMS) will serve as a joint Command and Control layer integrating data from existing DoD C2 systems to defend against ballistic and non-ballistic threats. Evaluation criteria emphasize minimum TRL 6 solutions providing Common Operating Pictures, Battle Management Aids, and Shot Recommendations; rapid integration with JREAP-C and JTMC-B systems; cloud architecture with potential for AI-enabled decision-making; and mature Agile development in AzureGov environment. Solutions briefs are limited to ten pages of technical approach plus one page each for schedule and ROM costs, submitted via email to designated points of contact.
The competition proceeds in three phases: Phase 1 evaluates solutions briefs; Phase 2 includes vendor demonstrations August 17–21, 2026; Phase 3 involves submission of detailed cost proposals and updated Performance Work Statement by selected offerors. Award is estimated in 1QFY27 on a firm-fixed-price basis for a 12-month base period plus four optional 12-month periods. MITRE is identified as a Non-Government Personnel support company for this effort.
