About this opportunity
The General Services Administration (GSA) Public Buildings Service Region 5 is seeking to lease office space in Peoria, Illinois, to replace an expiring lease. The government requires 5,084-5,350 rentable square feet of office and related space, including 4 structured parking spaces, within a specific delineated area bounded by Perry Ave/Monroe St, I-74, Adams St, and Fulton St/Main St. The lease is intended to be a 15-year term with a 10-year firm term, with the space needing to meet strict government requirements for fire safety, accessibility, seismic and sustainability standards. Potential locations must be near public transportation and close to the US Courthouse, and cannot be situated in a 1-percent-annual chance floodplain. Key dates for this procurement include Expressions of Interest due by December 17, 2024, with a market survey estimated for January 15, 2025, and projected occupancy by November 1, 2026.
This pre-solicitation notice is not set aside for any specific group and represents an open market opportunity for real estate providers. The GSA will evaluate potential spaces based on economic advantage, considering factors such as relocation costs, tenant improvement expenses, telecommunication infrastructure, and potential agency downtime. While no specific award value is mentioned, the procurement falls under NAICS Category 531 (Real Estate) with a Product Service Code of X1AA for lease/rental of office buildings. Interested parties are directed to contact Lease Contracting Officer Carolyn McNealy at carolyn.mcnealy@gsa.gov for further information. The government's primary objective is to secure a cost-effective office space solution that meets their operational requirements and provides an efficient alternative to their current leased facility.
Notice text
The U.S. Government currently occupies office and related space in a building under a lease in Peoria, IL, that will be expiring. The Government is considering alternative space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime.
