About this opportunity

The General Services Administration (GSA) is conducting market research to identify qualified contractors capable of providing rate case expert witness and utility regulatory consulting services. This Request for Information (RFI) is issued exclusively for planning purposes under FAR Part 10 and does not represent a binding obligation or commitment to award a contract. Contractors must demonstrate intimate knowledge of state regulatory commission rules and practices nationwide, with specialized focus on the District of Columbia Public Service Commission, Maryland Public Service Commission, and New York State Public Service Commission. Core qualifications include consulting and analysis capabilities regarding rate design, proposed rate increases, cost allocation, and regulatory filings, as well as testimony and litigation support including discovery assistance and cross-examination support. Interested contractors must submit responses not exceeding 12 pages as a single PDF document to Contracting Officer Sharon McCreary at sharon.mccreary@gsa.gov by 3:00 PM Eastern Time on May 7, 2026, with the subject line "RFI Response - Rate Case Expert Witness & Utility Regulatory Consulting Services - Company Name."

This RFI carries no set-aside designations, though GSA prioritizes utilization of small businesses, particularly socioeconomic small disadvantaged businesses, HUBZone firms, and service-disabled veteran-owned businesses. The anticipated contract structure is a single-award, firm fixed-price contract with a base year and multiple option years, classified under NAICS Code 541618 (Other Management Consulting Services) with a $19 million size standard. No incumbent or current contractor information is identified in this pre-solicitation notice. Contractors must certify that they have performed similar work within the past six months and represent that they have no legal affiliation or financial interest in any utility company. Additionally, contractors must agree not to represent competing clients in cases where GSA is formally a party without prior written consent, demonstrating the sensitivity and exclusive nature of this consulting engagement.
