About this opportunity
The General Services Administration (GSA) Public Buildings Service (PBS) is seeking general contractors capable of providing general construction services across eight southeastern states: North Carolina, South Carolina, Georgia, Florida, Tennessee, Kentucky, Mississippi, and Alabama. This Pre-Solicitation Notice serves as a Sources Sought market survey to identify technically capable and responsible general contractors interested in competing for a future Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract. The contract will cover construction projects ranging from the simplified acquisition threshold to the prospectus threshold, with the primary goal of establishing multiple award vehicles for construction services in the Southeast region. Prospective contractors must demonstrate bonding capacity for single task orders and aggregate bonding capacity, identify their geographic areas of interest within the covered states, and provide documentation of their firm capabilities. The response deadline for this Sources Sought Questionnaire is May 1, 2026, though it is important to note that this notice is for informational purposes only and does not constitute a Request for Proposals, Quotations, or Bids; no awards will be generated from responses to this notice.
This opportunity includes no set-aside designations, and no incumbent contractors or current contract holders are identified in the notice. The Sources Sought Questionnaire requests information on business size and socioeconomic status designations such as Small Business, Service-Disabled Veteran-Owned, Women-Owned, HUBZone, and other classifications to inform GSA's vendor selection strategy. No specific award values or budget ranges are disclosed in this pre-solicitation notice, as the actual contract award amounts will be determined during the formal solicitation process. The anticipated contract structure will include either a ten-year performance period or a five-year base period, with potential expansion to a government-wide IDIQ vehicle. Responses to this market survey are strictly voluntary, respondents will not be notified of evaluation results, and no reimbursement will be provided for costs associated with responding.

The General Services Administration (GSA), Public Buildings Service (PBS), is seeking information on technically capable, and otherwise responsible, general contractors (GC) for the anticipated solicitation for a Multiple Award General Construction Services Indefinite Delivery Indefinite Quantity Contract.
Description of Intended Contract
An IDIQ is a type of contract that provides for an indefinite quantity, within stated limits, of supplies or services during a fixed period. The GSA intends to award multiple contracts for general construction services resulting from a future solicitation. The number of awardees will be determined at a later date. Awardees will be provided fair opportunity in accordance with FAR 16.507 for specific requirements where a single task order will be issued based on selection criteria established at the ordering level, unless an exemption exists.
These IDIQ contracts may be made available for use to any Federal agency with the appropriate contracting authority to be able to place task orders against Government-wide IDIQ contracts. Industry feedback on this approach is also requested.
The Government is considering structuring the IDIQ contracts to provide order-level flexibility for task orders to be placed that are either commercial or non-commercial.
Each contract awarded will contain a guaranteed minimum amount for the base period to be identified in the solicitation.
The Multiple Award IDIQ will be for a maximum contract length of five years. The first ordering period is expected to begin in Fall 2026.
