Issuance of Solicitation GS-05P-11-SE-C-0027 for the Facade Stabilization project.

The General Services Administration has a need for a contractor to design, furnish and install stabilization measures at the stone cornices of the North Building turrets as well as at all open cracks along the exterior corners of the South Building of the Federal Building and U.S. Courthouse in Milwaukee, WI. Work shall include all disciplines necessary to complete the stabilization plan, including design and professional architecture and engineering services.
This will be a Design-Build structured procurement and will be open to all business concerns. Small business concerns, including HUBZone, veteran-owned, service-disabled veteran-owned, disadvantaged and women-owned businesses are encouraged to submit proposals.
At this time funding is not available for this project. If and when funding becomes available, the government will award a firm fixed price contract for the aforementioned services. Performance based contracting does not apply to this procurement as this acquisition is for construction services. The estimated project magnitude is between $100,000 and $250,000. The North American Industry Classification System (NAIC) code is 238140 with a Small Business Administration size standard of $14 million.
It is anticipated the solicitation will be issued on or around March 30, 2011. The solicitation and any subsequent documents related to this procurement will be available via the Federal Business Opportunities (FedBizOpps) website (www.fbo.gov). FedBizOpps is a secure website designed to safeguard sensitive but unclassified (SBU) acquisition information. Demonstration videos and assistance with using FedBizOpps is available through the website. It is fully integrated with other electronic government initiatives such as Central Contract Registration (CCR), and is available for use by all Federal agencies. No hard copies of the solicitation or related documents will be mailed. Contractors are responsible for downloading their own copies of this solicitation, amendments, and other documents related to this solicitation. The due date and time for the receipt of proposals will be set at the time the full solicitation is posted.
All government contractors must be registered in CCR prior to receiving an award, as of October 1, 2003. You may access CCR at www.bpn.gov. In addition, as of January 1, 2005, all vendors are required to use the Online Representations and Certifications Application (ORCA) in federal solicitations as a part of the proposal submission process per the Federal Acquisition Regulations (FAR).
