The goal of the contract is to promote inclusive economic growth. The purpose is to catalyze both "systemic" economic changes - that affect all sectors of the economy - and "sectoral" ones that affect key industries. Systemic activities must open up opportunities for new, small and medium-sized businesses and investment from new sources by expanding access to the financial system, supporting policy and regulation, and increasing the availability of key business services. The sectoral interventions must increase private investment in industries with high growth and employment potential, namely, agriculture , fisheries and renewable energy, including in regions previously inaccessible due to security.
Update #3 ·
The purpose of this Amendment is to correct an error in Amendment 1 which indicated this RFP as "Competitive 8(a) set-aside". Please note that this RFP is NOT a set-aside.

Update #1 ·
The United States Government, represented by the U.S Agency for International Development Kenya and East Africa Mission (USAID/Kenya and East Africa), is seeking a Contractor for the Growth, Enterprise, Employment and Livelihoods (GEEL) program as stipulated in the subject RFP. USAID anticipates the award of one Indefinite Delivery, Indefinite Quantity Contract (IDIQ) with a $74 million ceiling.
Proposals will be accepted from eligible organizations. In support of USAID's interest in expanding the number and sustainability of development partners, USAID encourages proposals from potential new local partners.
Organizations eligible to compete for the program are strongly encouraged to carefully review the RFP and submit proposals in accordance with Section L of the RFP. A pre-proposal meeting will be held on June 11, 2015, and registration instructions can be found in the RFP. Instructions and deadlines for submitting questions and proposals are indicated in the attached letter and RFP.
USAID/Kenya and East Africa looks forward to receiving and reviewing your proposals.
