About this opportunity
The Department of the Navy Naval Air Systems Command intends to issue an order under Basic Agreement N00019-24-G-0010 for Group A hardware kits for Flight Test Instrumentation (FTI) modifications of the F-35 Lightning II aircraft. This procurement is being pursued on a sole source basis under statutory authority 10 U.S.C. 3201(a)(1), with Lockheed Martin Aeronautics Company identified as the only qualified source capable of meeting the requirements. The acquisition is non-competitive due to Lockheed Martin's unique position as the sole designer, developer, manufacturer, and integrator of the F-35 aircraft and related equipment. While the opportunity is not a competitive solicitation, responsible sources may submit a capability statement by the response deadline of April 3, 2025. Interested parties should contact Emma Stevens at 817-655-8902 regarding potential subcontracting opportunities.
The pre-solicitation notice indicates no specific set-aside designation for this contract opportunity. The procurement is strictly limited to domestic sources, as the associated F-35 Lightning II Program data is export controlled and unavailable to foreign sources or representatives. Lockheed Martin is positioned as the sole contractor, leveraging their proprietary technical documentation, software, algorithms, and specialized technical expertise. While no specific award value or quantity is mentioned in the notice, the contract appears focused on hardware kits for aircraft modifications. The U.S. Government maintains full discretion in determining whether to compete the proposed contract and is not obligated to issue a solicitation or make an award, emphasizing the voluntary nature of any submitted information.
