About this opportunity
The Department of Agriculture Agricultural Research Service seeks groundskeeping and pest control services for its Research Development Center in Davis, California, with quotations due September 11, 2026, at 5:00 p.m. ET. This procurement is a Total Small Business Set-Aside under NAICS 561730 with a $9.5 million size standard.
Place of performance is Davis, California. The contract will run for a base year (September 21, 2026 to September 20, 2027) plus four option years through September 20, 2031. Work must be performed Monday through Friday, 8:00 a.m. to 5:00 p.m., excluding federal holidays. Contractors must provide all labor, tools, materials, transportation, and equipment; no on-site storage is available.
Scope includes comprehensive groundskeeping maintenance—debris and weed removal, waste disposal, herbicide application, mulch replenishment—and indoor pest control services. Quotations must include SAM.gov UEI number, detailed technical documentation demonstrating capability, all-inclusive firm-fixed pricing for the base year and all option years, estimated lead time and start date, and a 60-day validity period. Technical acceptability requires a detailed explanation addressing how the offeror will accomplish Statement of Work requirements; a simple capability statement is insufficient.
Award will be firm-fixed-price to one contractor. Evaluation is lowest-price technically acceptable: only the lowest-priced offer is evaluated for technical acceptability and past performance; if unacceptable, evaluation proceeds to the next lowest-priced offer. Past performance is evaluated as acceptable, neutral, or unacceptable. Questions are due September 9, 2026, at 1:00 p.m. ET to Richard Hawthorne at Richard.hawthorne@usda.gov. An optional site visit is scheduled for September 8, 2026, at 10:00 a.m. PT. Service Contract Act wage rates apply.
