The solicitation requires a contractor to deliver all necessary personnel, equipment, supplies, and services to maintain landscaped areas, including mowing, edging, trimming, spring and fall cleanup, weeding, and pruning. Performance will be evaluated through a Quality Assurance Surveillance Plan, with strict requirements for maintaining grass height between 2-3 inches, removing grass clippings within four hours, and adhering to commercial landscaping standards. The contract is structured as a firm fixed-price, non-personal services agreement with a base year and four 12-month option periods. The pre-solicitation notice was posted on May 14, 2025, with responses due by May 22, 2025, and anticipated service commencement within 7 calendar days of award.
The solicitation is not designated with any specific set-aside classification, which means it is open to all qualified contractors. Work will be performed between 8:00 AM and 4:30 PM, Monday through Friday, excluding federal holidays, primarily at the Allegany County Soldiers Memorial USARC in Cumberland, Maryland. The contractor will be responsible for maintaining approximately 28,859 square feet of facility grounds, including multiple buildings, parking areas, and landscaped sections. While specific award value is not explicitly stated, the contract will cover grounds maintenance services from March through November, depending on geographic region. Contractors will need to demonstrate capability in providing comprehensive landscaping services, comply with safety and environmental regulations, and submit photographic evidence of completed work. The performance standards emphasize maintaining a clean, professional appearance of the facility's exterior spaces.
