About this opportunity
U.S. Army Contracting Command–Picatinny Arsenal intends to solicit grounds maintenance services at eight West Virginia locations operated by the 99th Readiness Division, with a Source Sought Notice and Request for Information due May 12, 2026. No set-aside is anticipated. The procurement is unrestricted and open to all contractors meeting capability requirements.
Place of performance spans eight USARC and Air Force Reserve Command facilities: Cross Lanes (WV006), Charleston (WV007), Clarksburg (WV009), Bridgeport (WV010), Grafton (WV014), Jane Lew (WV020), Kingwood (WV022), and Morgantown (WV029), all in West Virginia.
The contract vehicle is firm fixed-price with a one-year base period and four twelve-month option periods, commencing within seven calendar days of award. Services operate seasonally: March through November in the Southern Region (Maryland, Virginia, West Virginia) and April through November in the Northern Region. Scope includes weekly mowing at 2–3 inches height with grass clipping removal within four hours, monthly trimming of sidewalks, fence lines, retention ponds, solar panels, and culverts, edging twice annually, spring and fall cleanup with debris removal, weeding of planting beds up to eight times annually, tree and shrub pruning twice yearly, and retention pond maintenance. Work is performed Monday through Friday, 8:00 AM to 4:30 PM, excluding federal holidays. The contractor must provide all personnel, equipment, supplies, supervision, and materials, maintain an onsite representative, ensure English language capability, comply with OSHA and antiterrorism training, and submit monthly photographs and signed checklists with invoices. Quality assurance is measured against AR 420-1 standards, allowing no more than one valid customer complaint per three-month period for routine services and zero complaints for seasonal tasks.
Respondents to the RFI (W15QKN-26-R-A051) must identify the most appropriate NAICS code (561730 – Landscaping Services preferred), address concerns regarding the draft Performance Work Statement and facility maps, provide capability statements with supporting documentation, describe past relevant work experience, disclose subcontracting or teaming arrangements and percentage of work performed, provide complete organizational contact information, and submit small/large business status and socioeconomic designations with CAGE Code and DUNS number. Direct questions and RFI responses to Contract Specialist Ronald M. Stinson at Ronald.m.stinson.civ@army.mil.
