Work is performed at the Harrisburg Air Force Reserve Center, 2997 North 2nd Street, Harrisburg, PA 17710. The contract encompasses 185,845 square feet of mowed areas, 16,150 square feet of trimmed areas, and 3,020 linear feet of edged landscaping. Services operate Monday through Friday, 8:00 AM to 4:30 PM, excluding federal holidays and facility closures, with seasonal schedules varying by region: March through November in the Southern Region (Maryland, Virginia, West Virginia) and April through November in the Northern Region (Maine, New Hampshire, Vermont, Massachusetts, New York, New Jersey, Pennsylvania, Rhode Island, Connecticut, Delaware).
The draft Performance Work Statement establishes a Firm Fixed Price contract structure with one base year plus four twelve-month option periods, commencing within 7 calendar days of award. The contractor must furnish all personnel, supplies, equipment, tools, and materials except government-provided utilities and water. Mowing heights must be maintained between 2–3 inches with clippings removed within 4 hours; monthly trimming is required in the Northern Region and two annual edging events. Tree pruning and trimming applies to trees 20 feet and smaller, twice yearly. Spring and fall cleanup including debris and leaf removal are required.
Personnel must complete AT Level 1 training, iWATCH briefings, OPSEC training, and background checks. The contractor must maintain an onsite representative during duty hours and submit photographic documentation within 24 hours of service completion. Performance standards require 100 percent compliance with no more than one valid customer complaint every three months for mowing, clippings, and trimming, and zero complaints for spring/fall cleanup and tree trimming. Monthly inspection checklists signed by the Regional Facilities Operational Specialist must accompany all invoices; payment depends on completed checklists.
