About this opportunity

The USDA Agricultural Research Service seeks grounds maintenance services for its facility in Tallahassee, Florida, with quotations due May 18, 2026. This procurement is a Total Small Business Set-Aside under NAICS 561730, foreclosing competition outside that category.

Place of performance is the USDA-ARS Center for Biological Control at 6383 Mahan Drive, Tallahassee, Florida, covering approximately 0.3 acres. The contractor must provide mowing, shrub trimming, weeding of internal walkway areas, edging of parking lots and walkways, sweeping and cleaning all paved surfaces, and removal of lawn maintenance debris. Service frequency is monthly from October through March and weekly from April through September. All applicable health and safety laws and regulations must be observed.

The contract structure comprises a Base Year (May 25, 2026 to May 24, 2027) plus four option years extending through May 24, 2031. The government intends to make one award and will evaluate quotations based on price and technical capability, retaining the right to select a superior technical solution even if not the lowest priced. Contractors must submit aggregate pricing for the base year and all option years, with monthly payment in arrears.

The RFQ incorporates FAR Part 12 for commercial items and the Service Contract Act wage determination, requiring prevailing wage rates for the Gardener WG-06 classification at $22.84 per hour plus 36.25% fringe benefits. A non-mandatory site visit is scheduled for May 12, 2026 at 10:00 a.m. ET. Questions are due May 14, 2026 at 1:00 p.m. ET. Amendments 0001 and 0002 incorporated the SCA wage determination and removed the subcontractor UEI requirement, respectively.
