About this opportunity
Customs and Border Protection (CBP), an agency within the Department of Homeland Security, published this Special Notice on April 9, 2026, announcing a sole source task order award for ground transportation and guard services in Arizona and California. CBP intends to award the task order to ISS Action Inc., the incumbent contractor currently providing armed ground transportation and facility guard services. The award will be issued against GSA Multiple Award Schedule contract GS-07F-072GA under GSAR 538.7104-3 authority. CBP justifies the sole source award based on the highly technical and specialized nature of the required services, determining that only one source is capable of meeting operational requirements. The Special Notice has an extremely tight timeline, with a posting date of April 9, 2026, and a due date of April 10, 2026.
The task order supports detainee movement operations across the Arizona and California Corridor, which encompasses four Border Patrol sectors: Tucson, Yuma, El Centro, and San Diego. The contract covers a base period of three months with two additional option periods totaling six months of service delivery. CBP notes that ISS Action Inc. is uniquely positioned as the incumbent provider with an immediately operational fleet of detention-equipped vehicles, approximately 130 trained and cleared armed CDL-qualified drivers and guards, and established 24/7 dispatch and management processes integrated with Border Patrol operations. Any potential new contractor would require 30 to 60 days minimum for background clearances and substantial time to acquire vehicles, recruit, train personnel, and integrate operations. The current Bridge task order remains in effect through April 3, 2026, and CBP has committed to releasing a competitive re-compete solicitation on May 1, 2026, indicating this sole source award is intended as a temporary measure to maintain service continuity.
Notice text
Customs & Border Protection (CBP) intends to limit the number sources solicited pursuant to GSAR 538.7104-3 by awarding a sole source task order. Currently, only one source is capable of providing the services required to provide transportation and guard services with certified, armed transportation officers and vehicles outfitted with detention packages, camera systems and communication systems. CBP has a highly technical requirement which entails a significant amount of preparation and ramp up to be able to fully operate. A sole source task order will be awarded against GSA schedule contract, GS-07F-072GA, to contractor ISS Action Inc. who is already certified, licensed, and operating the ground transportation and guard services as required by CBP.
