About this opportunity

The Department of Homeland Security's Customs and Border Protection (CBP) issued a Special Notice on March 25, 2026, regarding a sole source task order modification for ground transportation services in Arizona and California. This notice announces CBP's intention to extend a current task order under the GSA Schedule contract GS-07F-072GA with ISS Action Inc. The modification is being pursued under GSAR 538.7104-3, which permits sole source awards when only one source is capable of meeting the government's requirements. The opportunity is classified under NAICS 561612 (Security Guards and Patrol Services) and PSC V999 (Transportation/Travel/Relocation—Other). The notice was posted on March 25, 2026, with a due date of March 26, 2026, indicating an expedited timeline for this procurement action.

The task order modification will extend armed ground transportation and facility guard services supporting detainee movement across four U.S. Border Patrol sectors along the Southwest Border: Tucson, Yuma, El Centro, and San Diego. CBP asserts that ISS Action Inc. is the only contractor currently capable of providing the comprehensive services required, which include certified, licensed, armed transportation officers operating specially equipped vehicles with detention packages, camera systems, and communication systems, along with approximately 130 fully trained, uniformed CDL drivers stationed across the four sectors. The justification for the sole source award invokes both the technical superiority criterion and the necessity for safety of human life or protection of property exception, arguing that suspension or delay of these services would create unacceptable risks to detainees, CBP personnel, government property, and the public. Since the original 2019 Blanket Purchase Agreement expired on September 7, 2025, a bridge task order has remained in effect through March 20, 2026, and this modification is intended to provide continuity of essential transportation services.

Notice text

Customs & Border Protection (CBP) intends to limit the number sources solicited pursuant to GSAR 538.7104-3 by awarding a sole source task order modification to extend the period of performance on a current task order. Currently, only one source is capable of providing the services required to provide transportation and guard services with certified, armed transportation officers and vehicles outfitted with detention packages, camera systems and communication systems. CBP has a highly technical requirement which entails a significant amount of preparation and ramp up to be able to fully operate. A sole source task order modification will be awarded against GSA schedule contract, GS-07F-072GA, to contractor ISS Action Inc. who is already certified, licensed, and operating the ground transportation and guard services as required by CBP.
