About this opportunity

The Natural Resources Conservation Service (NRCS) under the Department of Agriculture is seeking to procure high-performance Ground Penetrating Radar (GPR) equipment to support mission-critical operations across Puerto Rico and the U.S. Virgin Islands. The agency specifically requires an SIR-4000 Data Acquisition System or equivalent with both 200 MHz and 350 MHz antennas including survey wheel encoders, Radan 7 software with 3D Module for signal processing and interpretation, GPS connection accessories, and all necessary operational equipment such as cables, connectors, poles, tripods, and mounting plates. The procurement follows a brand name or equal approach where vendors offering alternative products must prove equivalency and include any transition costs as a separate contract line item. Brand name solutions will be evaluated using lowest price technically acceptable criteria, while equal products will undergo technical evaluation with risk factors assessed based on compatibility and transition requirements. The evaluation weighs both risk factors and pricing equally, with proposals due by August 15, 2025, just four days after the August 11, 2025 posting date.

This opportunity is designated as a Total Small Business set-aside, restricting competition to qualifying small business enterprises. No incumbent contractors or current service providers are identified in the solicitation materials. The solicitation does not specify award values, budget ranges, or quantities beyond the single GPR system requirement. The equipment will be delivered to the NRCS office at 654 Munoz Rivera Ave, Suite 604, San Juan, Puerto Rico 00918, with the place of performance located at 140 Av. Carlos E. Chardón, San Juan, Puerto Rico. The procurement falls under NAICS code 334511 for Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing and PSC code 6655 for Geophysical Instruments, reflecting the specialized nature of the radar equipment being acquired.
