About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) has issued a Special Notice announcing its intent to negotiate a sole-source ground lease renewal for a National Weather Service (NWS) NEXRAD radar facility located on Myles Standish Boulevard in Taunton, Massachusetts. The current lease expires on September 30, 2026, and NOAA seeks to establish a succeeding ten-year ground lease with the incumbent lessor. This facility houses critical Next-Generation Radar equipment that provides essential meteorological services to the Taunton area and surrounding regions. The site is an improved land lease requiring specific infrastructure including utility connections and an unobstructed clear zone above the radar installation. NOAA is justifying this sole-source procurement under 41 U.S.C. 3304(a)(1) authority, citing cost-prohibitive relocation expenses and potential service disruptions.

The primary purpose of this notice is to inform the contracting community of NOAA's intention to proceed with a sole-source lease renewal while providing an opportunity for interested parties to demonstrate competitive capabilities. A comprehensive cost-benefit analysis determined that relocating the complex radar equipment, dismantling the existing facility, and establishing a new site meeting stringent operational requirements would be financially prohibitive and could significantly disrupt critical weather radar services. Interested parties may submit written capabilities statements to Christian Townsend at christian.townsend@noaa.gov by August 30, 2025. This is explicitly not a request for offers, and no solicitations are currently available. The information received will be used solely to determine whether NOAA should conduct a competitive procurement instead of proceeding with the planned sole-source lease renewal. The current location already meets all necessary technical, operational, and clear zone requirements along with having appropriate utility infrastructure in place.

Notice text

The National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), intends to negotiate a sole-source succeeding ground lease with the incumbent Lessor for the continued occupancy and operation of the NWS NEXRAD (Next-Generation Radar) facility located on Myles Standish Boulevard, Taunton, MA.

The current lease for this essential meteorological radar site expires on September 30, 2026. The proposed succeeding lease will be a ground lease for a term of ten (10) years.

This site is an improved land lease and requires specific infrastructure, including appropriate utility connections and a clear zone above the site to ensure unobstructed radar operations.

Justification for Other Than Full and Open Competition (41 U.S.C. 3304(a)(1)):

Pursuant to the authority of 41 U.S.C. 3304(a)(1) as implemented by GSAR 570.402, NOAA intends to award a sole-source lease to the incumbent Lessor. A thorough cost-benefit analysis has determined that the costs associated with relocating the existing NWS NEXRAD facility, including the dismantling, moving, and re-establishment of complex radar equipment, as well as the acquisition and preparation of a new site meeting the stringent operational and clear zone requirements, would be cost-prohibitive and cannot be recovered. Relocation could also result in a significant disruption of critical weather radar services to the Taunton area and surrounding regions. The current location meets all technical and operational requirements, including the critical required clear zone, and possesses the necessary utility infrastructure.

Submission Details:

Any interested parties may submit their written capabilities statement to Christian Townsend via email at christian.townsend@noaa.gov by the Response Due Date specified above. No solicitations are available at this time. This is not a request for offers. Information received will be used solely for the purpose of determining whether to conduct a competitive procurement.
