About this opportunity
The Defense Logistics Agency Land and Maritime, through DLA Weapon Support Pearl Harbor, seeks quotes for 450 bags of KLEENBLAST 16/30 mesh iron alumina silicate grit blast abrasive, with offers due November 6, 2026 at 8:00 AM. The procurement is brand-name mandatory to KLEENBLAST, a subsidiary of CANAM MINERALS, and quotes representing a different manufacturer will not be considered for award. The set-aside is Total Small Business, and the acquisition proceeds under FAR Part 12 commercial item procedures.
Place of performance is Pearl Harbor, HI 96860, with delivery to Pearl Harbor Naval Shipyard IMF, Building 167-1 Receiving, FOB destination, required by January 18, 2027. The material must conform to MIL-PRF-22262 and QPL-22262, Type-2 Class-5 Grade A or B, medium utility size, shipped dry in 1-ton (2,000-pound) bags palletized per MIL-STD-147E with one bag per pallet and shrink wrapped. The material is classified as HAZMAT and is authorized only under the shipyard's Authorized Use List. Quotes must include descriptive literature, a technical spec sheet, and proof of traceability, and failure to provide them may render a quote technically unacceptable. Offerors must submit Safety Data Sheets and batch certifications with quotes, comply with MIL-STD-129 marking requirements, and be registered in SAM before award. Payment is processed through Wide Area WorkFlow, the contract is firm fixed price, and the material carries a QA-4 designation with a 7-day acceptance timeframe at destination.
A brand-name justification memorandum supports the sole-source approach under other-than-full-and-open competition, citing brand name and unusual and compelling urgency grounds for recurring shopstore replenishment with an 8-week lead time following award. The requirement is coded NAICS 332999 with a 750-employee size standard and PSC 5350. The contracting specialist is Kailie M. Thomas at (808) 473-8000, extension 6205.
