About this opportunity

The Naval Surface Warfare Center (NSWC) Crane, operating under the Department of the Navy Naval Sea Systems Command, is conducting market research for the production, acceptance, and delivery of MK 25 Mod 0 9-Bang Non-Lethal, Diversionary Hand Grenades. This pre-solicitation notice seeks information from qualified companies capable of manufacturing these specialized grenades to determine if alternative sources exist beyond the currently planned sole-source contractor. Interested parties must demonstrate historical evidence of production capabilities, relevant qualifications, testing experience, facility availability, and technical competency in grenade manufacturing. Responses should include company and product literature, a white paper not exceeding five pages, performance parameters, current availability statements, prior testing documentation, and budgetary cost estimates. The submission deadline for all interested parties to provide sources sought responses is January 20, 2026, allowing fifteen days from the posting date of January 5, 2026 for companies to submit their information.

This procurement is not designated as a set-aside contract and is currently anticipated as a sole-source award to American Rheinmetall Munition Inc. (CAGE: 4XXK1), located in Stafford, Virginia, under the authority of 10 U.S.C. 3204(a)(1). The planned contract will be structured as an Indefinite Delivery Indefinite Quantity (IDIQ) agreement with a five-year period of performance. The Government's rationale for pursuing sole-source procurement includes insufficient technical data availability, duplicative costs that would not be recovered through competitive bidding, and unacceptable schedule delays that would result from alternative sources. Companies responding to this sources sought notice should provide demonstration capabilities where possible, detailed technical specifications, production timeline information, and evidence that they can mitigate the Government's concerns regarding competition restrictions. No specific contract value or procurement quantity has been disclosed in this pre-solicitation notice.

N0016426SNB24 – SOURCES SOUGHT – GRENADE, HAND, NON-LETHAL, DIVERSIONARY, 9-BANG, MK 25 MOD 0 - PSC – 1330 – NAICS 332993

Issue Date: 5 January 2026  – Closing Date: 20 January 2026

Naval Surface Warfare Center (NSWC) Crane is issuing this Sources Sought as part of market research for the production, acceptance, and delivery of MK 25 Mod 0 9-Bang Non-Lethal, Diversionary Hand Grenade. NSWC Crane located at Naval Support Activity, Crane, IN intends to award a sole source Indefinite Delivery Indefinite Quantity (IDIQ) five-year contract to American Rheinmetall Munition Inc. (CAGE: 4XXK1), 125 Woodstream Blvd Ste 105, Stafford, VA 22556. This effort will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the lack of sufficient technical data, duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source.

The Government is seeking information from companies mitigating the sole source basis listed above that have the capabilities and facilities to produce the MK 25 Mod 0 9-Bang Non-Lethal, Diversionary Hand Grenade.

Responses should include historical evidence, production, qualification, testing, availability, budgetary cost estimate, and lead time of the solution, details of the solution, as well as whether a demonstration of the grenade can be provided to expedite the decision making process.

All interested parties are encouraged to submit company and product literature, a white paper no longer than 5 pages, and/or other pertinent information, such as a description with performance parameters and a statement of current availability, summary of prior testing, test reports, a budgetary estimate of test articles, production units, production quantity breaks, mitigate the reason why the Government should not procure this effort on a sole source basis as stated above, and /or identify other Government contracts with similar efforts for the Government’s consideration.
