About this opportunity
The Naval Air Systems Command (NAVAIR) is procuring 365-day inspection and maintenance and logistics support services for the Hellenic Navy S-70B/MH-60R Multi-Mission Naval Aircraft. The contract will be awarded as a Cost Plus Fixed Fee (CPFF) order under the Lockheed Martin Basic Ordering Agreement (BOA) N00019-23-G-0002. This procurement requires specialized knowledge of the MH-60R/MH-60S aircraft system, including requisite skilled personnel, facilities, manufacturing tooling, test equipment, technical experience, and access to technical data. The government has determined that only one source—Lockheed Martin Rotary and Mission Systems (LM RMS)—possesses these qualifications as the sole designer, developer, systems integrator, and manufacturer of the aircraft platform. The government is publishing this notice of intent under FAR 6.302-1 (sole source authority) and will accept proposals from other potential sources for thirty days following publication, with the formal proposal due date of February 20, 2026, though the final determination to award on a sole source basis remains at government discretion.
This procurement includes no set-aside designations and is intended for award to incumbent contractor Lockheed Martin Rotary and Mission Systems (LM RMS) located in Owego, New York. The contract will be performed in Athens, Greece, with a projected period of performance from July 2026 through June 2027. The work falls under NAICS code 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing) and PSC code H315 (Inspection–Aircraft and Airframe Structural Components). While no specific contract value is disclosed in the solicitation notice, the cost-plus-fixed-fee contract structure indicates reimbursement of allowable costs plus a fixed fee amount. The specialized nature of MH-60R aircraft support, combined with the twelve-month performance period and comprehensive maintenance and inspection requirements, suggests a substantial contract value commensurate with military aircraft logistics support operations.
Notice text
The Naval Air Systems Command (NAVAIR) intends to award a Cost Plus Fixed Fee (CPFF) Order under the Lockheed Martin Basic Ordering Agreement (BOA) N00019-23-G-0002 to Lockheed Martin Rotary and Mission Systems (LM RMS), Owego, New York, for maintenance and logistics support services including 365-day Inspections for the Hellenic Navy S-70B/MH-60R Multi-Mission Naval Aircraft and Support. The projected period of performance will be July 2026 through June 2027.
This action is intended to be awarded on a sole source basis to LM RMS under the authority permitting other than full and open competition, Title 10, U.S.C. 3204 (a)(1), as implemented by FAR 6.302-1, "Only One Responsible Source and No Other type of Supplies or Services Will Satisfy Agency Requirements." LM RMS is the sole designer, developer, systems integrator, and manufacturer of the MH-60R and MH-60S aircraft and weapon system and, as such, is the only source with the requisite knowledge and skilled personnel, facilities, manufacturing tooling, test equipment, experience, and technical data necessary to provide the required supplies and services.
Note: This notice of intent is not a request for competitive proposals. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement, as production for the supplies listed requires a substantial initial investment or an extended period of preparation for manufacturing. However, the Government will consider all proposals received within thirty days after the publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received may be considered solely for the purpose of determining whether to conduct a competitive procurement.
Questions concerning subcontracting opportunities should be directed to Ms. Laura Rogers at (607) 751-3111. Contractor Name and Address: Lockheed Martin Rotary and Mission Systems, 1801 State Route 17 C, Owego, NY 13827.
