About this opportunity
The Naval Air Systems Command (NAVAIR) seeks to procure airframe field service representative (FSR) support for the Hellenic Navy S-70B/MH-60R Multi-Mission Naval Aircraft. This requirement involves technical expertise, skilled personnel, facilities, manufacturing tooling, test equipment, and technical data necessary to support the MH-60R and MH-60S aircraft and weapon systems. The procurement will be conducted as a sole source acquisition under Title 10, U.S.C. 3204(a)(1) and FAR 6.302-1, with the Government's determination to award based solely on one responsible source being the only solution that satisfies agency requirements. Although this is a sole source intent notice and not a competitive solicitation, the Government will consider all proposals received within thirty days of publication. The proposal due date is March 5, 2026, and the Government retains discretionary authority to determine whether to compete the contract based on responses to this notice.
This opportunity is designated as an 8(a) sole source set-aside and is intended to be awarded to Lockheed Martin Rotary and Mission Systems (LM RMS) of Owego, New York, which is the sole designer, developer, systems integrator, and manufacturer of the MH-60R and MH-60S aircraft. The contract will be structured as a Firm Fixed Price modification to an existing order under Lockheed Martin's Basic Ordering Agreement N00019-23-G-0002. The period of performance extends from August 1, 2026 through July 30, 2028, representing a two-year service engagement. The place of performance is Athens, Greece, where field service support operations will be based to directly support the Hellenic Navy's aircraft operations. No specific contract value range was disclosed in this solicitation notice.
Notice text
The Naval Air Systems Command (NAVAIR) intends to award a Firm Fixed Price (FFP) modification to Order N00019XXXXXX under the Lockheed Martin Basic Ordering Agreement (BOA) N00019-23-G-0002 to Lockheed Martin Rotary and Mission Systems (LM RMS), Owego, New York, for an airframe field service representative (FSR) for the Hellenic Navy S-70B/MH-60R Multi-Mission Naval Aircraft and Support. The projected period of performance will be 01 August 2026 through 30 July 2028.
This action is intended to be awarded on a sole source basis to LM RMS under the authority permitting other than full and open competition, Title 10, U.S.C. 3204 (a)(1), as implemented by FAR 6.302-1, "Only One Responsible Source and No Other type of Supplies or Services Will Satisfy Agency Requirements." LM RMS is the sole designer, developer, systems integrator, and manufacturer of the MH-60R and MH-60S aircraft and weapon system and, as such, is the only source with the requisite knowledge and skilled personnel, facilities, manufacturing tooling, test equipment, experience, and technical data necessary to provide the required supplies and services.
Note: This notice of intent is not a request for competitive proposals. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement, as production for the supplies listed requires a substantial initial investment or an extended period of preparation for manufacturing. However, the Government will consider all proposals received within thirty days after the publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received may be considered solely for the purpose of determining whether to conduct a competitive procurement.
Questions concerning subcontracting opportunities should be directed to Ms. Laura Rogers at (607) 751-3111. Contractor Name and Address: Lockheed Martin Rotary and Mission Systems, 1801 State Route 17 C, Owego, NY 13827.
