About this opportunity

The United States Air Force, specifically the 502d Air Base Wing at JBSA Lackland, Texas, has published a Special Notice announcing its intent to award a sole source contract for warbird aircraft performances at the 2025 Great Texas Freedom Fest. The event, scheduled for April 12, 2025, at JBSA Fort Sam Houston, requires specific historical military aircraft including a B-25 Yellow Rose, C-47 That's All, Brother, T-6 Texan, BT-13 Vultee for aerial performances, and an A-4 Cockpit Aircraft for static display. The proposed contract falls under NAICS code 713990 for Amusement and Recreation Industries, with a $9 million business size standard. The government intends to sole source the contract to the Commemorative Air Force (CAF) after conducting market research that determined no other sources can provide the full range of required aircraft.

Contractors interested in this opportunity must submit capability statements, proposals, or exceptions to the sole source intent by 1:00 PM Central Standard Time on March 12, 2025, to 1st Lt Brandon Woodrum via email. While the procurement is not set aside for small businesses, all responsible sources may submit documentation for consideration. Potential contractors must be registered in the System for Award Management (SAM) prior to award, with registration available online or by phone. The Air Force's determination to sole source the contract is based on CAF's unique ability to meet the full list of performance requirements for the event. Interested parties should note that this notice is informational and not a formal request for competitive quotations, with the government retaining sole discretion in the procurement process. The contract will cover aircraft performances, including specific arrival and departure schedules, written scripts, and media coordination, with the government providing only static display space for the A-4 aircraft.
