About this opportunity

The contract opportunity involves the maturation and validation of a material or concept for a robust, shape-stable leading edge for hypersonic boost-glide vehicles. The contractor will be expected to identify and address gaps in understanding of material processing, structure, composition, performance, degradation mechanisms, and other parameters that control performance. The contractor will also be required to ensure compliance with information disclosure, packaging and marking, non-US citizen access, and Science and Technology protection requirements.

List of products and services to be provided:

  1. Maturation and validation of a material/concept for a robust, shape-stable leading edge for hypersonic boost-glide vehicles.
  2. Identification and addressing of gaps in understanding of material processing, structure, composition, performance, degradation mechanisms, and other parameters that control performance.
  3. Compliance with information disclosure requirements.
  4. Compliance with packaging and marking requirements.
  5. Compliance with non-US citizen access requirements.
  6. Compliance with Science and Technology protection requirements.

*Note:  Q&A Attachment was uploaded to this BAA on 1 Nov 2023

This effort seeks to mature and validate a material/concepot as a robust, shape stable leading edge option for hypersonic boost-glide vehicles.  Mature in this case means to identify and address gaps in understanding of material processing, process control, structure, composition, consistency, performance, degradation mechanism(s), and/or parameters that control performance, as appropriate.  The focus should be on addressing key gaps in understanding such that robust, capable, and consistent (performance) leading edges can be produced, and ultimately validated via high pressure arc jet testing.  A secondary focus should be on leading edge afford-ability and the ability to scale the process for production.

Some leading edge approaches rely exclusively on a coating or coatings to protect a substrate which would not be shape stable on its own.  Others employ a more stable substrate and may or may not employ a coating for added durability.  Still others may employ a cooling or heat transfer approach which somewhat mitigates the need for and/or dependence upon a coating.  All of these would be considered viable options under this solicitation.  Two awards are anticipated, most likely using different approaches as defined above.
