About this opportunity
NASA Glenn Research Center has issued a Special Notice regarding the extension of janitorial services at their facility. The opportunity is designated as a Total Small Business set aside under NAICS code 561720 for Janitorial Services. NASA GRC requires comprehensive custodial services including basic cleaning, restroom maintenance, floor care, carpet cleaning, waste removal, pest control, and emergency cleaning support. The current contract with Creative Management Technology, Inc. (CMTI) is scheduled to expire on July 31, 2025. NASA intends to award a sole source extension to CMTI to ensure continuity of services while the NASA Shared Services Center works to establish an Agency-wide janitorial contract for all NASA Centers.
The Special Notice serves as a sources sought announcement to determine whether the acquisition should proceed on a competitive basis rather than sole source. Interested organizations must submit their capabilities and qualifications electronically to Amanda L. Larsen at NASA by 3:00 PM EST on June 26, 2025. NASA will evaluate these submissions solely to determine if full and open competition is warranted for this acquisition. The Government reserves the discretion to proceed with the planned sole source award to CMTI based on their unique understanding of NASA policies, procedures, and the specialized facilities at Glenn Research Center. This extension is necessary because the Agency-wide contract is not expected to be awarded before the current contract expires, and NASA requires uninterrupted janitorial services to maintain operations.
Notice text
NASA Glenn Research Center (GRC) has a requirement for the extension of the GRC Janitorial services contract. These services include: basic, regularly scheduled services including: drinking fountain and wash station cleaning; mirror and glass cleaning; elevator cleaning; dusting/cleaning entrances, hallways, and carpeted areas; clean and service restrooms, medical offices, and laboratories; machine scrub restroom floors; clean inside stairs, stairwells, ramps, and landings; clean inside floors; hard floor cleaning; vacuum carpet and rugs; spray buffing in hallways; dusting/cleaning; recycling program; solid waste removal; strip, seal and wax/finish hard floors; steam clean/shampoo carpet/rugs/walk off mats; pest control; emergency cleaning services; and custodial support for special events.
NASA GRC intends to issue a sole source extension to the current GRC Janitorial services contract with Creative Management Technology, Inc. (CMTI) to acquire these services. Only CMTI has the capability to provide essential and ongoing support services with no lapse in service, which requires an understanding of various NASA policies and procedures, and familiarity with the unique facilities at GRC. Currently, the NASA Shared Services Center (NSSC) is in the process of awarding an Agency-wide janitorial contract to provide these services to all NASA Centers. However, this extension is necessary since the Agency-wide contract is not anticipated to be awarded prior to the completion of the current contract’s period of performance end date, which is July 31, 2025.
The Government intends to acquire a commercial product or service using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Amanda L. Larsen (Amanda.L.Larsen@nasa.gov) not later than 3:00 pm EST on June 26, 2025. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at : https://www.hq.nasa.gov/office/procurement/regs/Procurement-Ombuds-Comp-Advocate-Listing.pdf
