About this opportunity
NASA Glenn Research Center has issued a Special Notice announcing its intent to extend the Glenn Multiple Award Construction Contract (GMACC-2) on a sole source basis to seven existing contractors. The notice, posted on July 11, 2025, with a due date of July 26, 2025, addresses construction services including new construction, rehabilitation, and modification of facilities and infrastructure at the Glenn Research Center. The agency has revised the notice to correct the current contract end date to September 30, 2025. The National Aeronautics and Space Administration Glenn Research Center is seeking to maintain continuity of essential construction services without service interruption. This procurement involves no set-aside designation and represents a non-competitive extension of existing contractual arrangements.
The primary purpose of this extension is to bridge the gap between the current GMACC-2 contract expiration and the anticipated award of the new Northeastern Regional Multiple Award Construction Contract (NRMACC), which will serve NASA Centers in Ohio, Maryland, and Virginia. Only seven specific contractors are eligible for this sole source extension: Erie Affiliates, Inc., Firewatch Contracting of Florida, LLC, Healtheon, Inc., Imbutec, Pinnacle Construction Development Group, PPW Builders, Inc., and R.J. Runge Company, Inc. NASA has determined that these contractors uniquely possess the required understanding of NASA policies and procedures, along with familiarity with GRC's specialized facilities, making them the only entities capable of providing uninterrupted essential services. The extension is necessary because the NRMACC contract award will not occur before the September 30, 2025 contract performance end date. The government has exercised its discretion not to conduct full and open competition for this acquisition, and NASA procurement ombudsman procedures apply to this extension.

Update #2 · Latest ·
NASA Glenn Research Center (GRC) has a requirement for the extension of the Glenn Multiple Award Construction Contract (GMACC-2) contract. These services include new construction, rehabilitation, and modification of facilities and infrastructure.
NASA GRC intends to issue a sole source extension to the current GMACC-2 contract with Erie Affiliates, Inc., Firewatch Contracting of Florida, LLC, Healtheon, Inc., Imbutec, Pinnacle Construction Development Group, PPW Builders, Inc., and R.J. Runge Company, Inc.
Only the aforementioned have the capability to provide essential and ongoing support services with no lapse in service, which requires an understanding of various NASA policies and procedures, and familiarity with the unique facilities at GRC. Currently, NASA GRC is in the process of soliciting and awarding a Northeastern Regional Multiple Award Construction Contract (NRMACC) to provide construction services to the NASA Centers located in Ohio, Maryland and Virginia. However, this extension is necessary since the NRMACC contract is not anticipated to be awarded prior to the completion of the current contract’s period of performance end date, which is September 30, 2025.
A determination by the Government not to compete this acquisition on a full and open competition basis is solely within the discretion of the Government.
NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at : ttps://www.hq.nasa.gov/office/procurement/regs/Procurement-Ombuds-Comp-Advocate-Listing.pdf
