About this opportunity
The Bureau of Land Management is issuing a sole source notice of intent to purchase Magnet Forensics GrayKey Essentials license and hardware unit by September 7, 2026, for digital forensics operations. This acquisition is restricted to one responsible source under FAR 6.1031(b); no competitive solicitation will be conducted unless the Government determines otherwise at its sole discretion.
BLM requires mobile device forensic capabilities to extract, analyze, and automate evidence collection from iOS and Android devices as a critical component of investigative workflow. The requirement covers subscription software and a hardware appliance enabling lawful mobile device access and forensic extraction aligned to agency evidence workflows. BLM asserts that GrayKey's brute force unlocking capabilities for locked iPhones, automated evidence ingestion through AXIOM integration, simultaneous multi-device extraction, secure offline hardware-based processing, and workflow automation across mobile, PC, and cloud sources are not available from competing products including Cellebrite UFED, MSAB XRY, Oxygen Forensic Detective, Belkasoft X, and Sherlock Forensics. This purchase maintains continuity of operations and compatibility with existing casework and evidentiary processes.
The acquisition will be conducted under Revolutionary FAR Overhaul commercial procedures at RFO 12.102 as a firm fixed-price award. NAICS code is 541519; PSC is DA10. Firms believing they can meet the requirement must submit written evidence of capability referencing Notice ID 140L1226Q0042 to Gabriel Lange (glange@ios.doi.gov) by September 7, 2026, at 5:00 PM EST. A redacted sole source justification is available for review.
