About this opportunity

The Defense Health Agency has issued a Special Notice announcing its intent to award a sole-source contract to GraphPad Software Inc. for GraphPad Prism software license renewals. This notice is not a request for competitive proposals but rather a formal notification that the United States Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate directly with GraphPad Software Inc. under FAR 6.302-1 as the only responsible source capable of providing the required license renewals. The procurement is being conducted under FAR Part 12 for commercial items and falls under NAICS code 513210 with a small business size standard of $47 million. The US Army Research Institute of Environmental Medicine (USARIEM) requires this commercial off-the-shelf software for scientific graphing and statistical analysis capabilities.

The GraphPad Prism software provides essential features including nonlinear regression, outlier removal, model comparisons, curve comparisons, and standard curve interpolation, along with automatic updating of results and graphs, error bar display, and built-in formulas with batch processing capabilities. The license renewals are necessary to ensure the software remains at the most current operating level for continued scientific research operations. While this is not a competitive solicitation, interested parties may submit capability statements demonstrating their ability to provide the same product, including technical data and cost information, to Roberto Gonzalez at roberto.a.gonzalez-echeverria.civ@health.mil by 11:30 A.M. EST on July 22, 2025. The government retains sole discretion to determine whether to conduct a competitive procurement based on any responses received, though the current assessment indicates GraphPad Software Inc. is the only technically acceptable provider for these specific license renewal requirements.
