About this opportunity

The Bureau of Reclamation intends to solicit a firm fixed price construction contract for industrial area compressed air upgrades at Grand Coulee Dam in Washington, with responses to the sources sought notice due by September 25, 2026. The estimated order of magnitude is between $1 million and $5 million, with performance expected in Government Fiscal Year 2027/2028. No set-aside is anticipated. The contract carries NAICS 236210 (Industrial Building Construction) with a small business size standard of $45 million.

Work is located approximately 90 miles west of Spokane in Grant, Douglas, and Okanogan Counties and includes designing and constructing foundations and a pre-engineered metal building system; performing earthwork and installing compressed air piping, HVAC systems, and compressed air equipment; furnishing and installing electrical features from transformer to building; and removing and replacing hot mix asphalt pavement and aggregate base course.

The specification imposes substantial administrative and technical requirements. The contractor must develop and maintain a Critical Path Method schedule using Primavera P6 Professional Project Management software, with a baseline schedule due within 21 calendar days after Notice to Proceed and monthly updates required for progress payment invoicing. Extensive submittals, including design approvals and as-built documentation, flow through a web-based Contract Document Management System supporting MS Edge, Safari, Firefox, and Chrome. Work hours are restricted to 6:30 a.m. to 5:00 p.m., Monday through Thursday, with no work during specified holiday weekends. A mandatory pre-bid site visit requires attendees to provide safety boots, hard hats, and safety vests. The price schedule contains 18 contract line items, mostly lump sum with three priced per linear foot or cubic yard.

Interested contractors must submit responses to Colby Clifford (colby_clifford@ios.doi.gov) or Jared Detton (jared_detton@ios.doi.gov) stating interest as prime or subcontractor, construction bonding levels, size status, SBA certification details, complexity management capability, and recent similar projects.
