About this opportunity

The Department of Defense Education Activity (DoDEA) is seeking to procure 100% digital, Commercial-Off-The-Shelf (COTS) reading intervention resources for grades 2-6 students and reading specialists across 99 schools. The resources must be aligned to College and Career Ready Standards for Literacy and incorporate research-based best practices designed to increase engagement, reading volume, fluency, comprehension, vocabulary development, and independent reading skills. Key requirements include differentiated instruction for students with disabilities and multilingual learners, comprehensive assessments at multiple levels, culturally responsive materials, integration with DoDEA's learning management systems (Schoology and Google Classroom), Section 508 accessibility compliance with WCAG Level AA standards, FedRAMP Level 2 security standards, and technical support available within one business day via telephone or email. The evaluation criteria will assess the contractor's ability to meet all Performance Work Statement requirements including standard correlations, resource availability (24/7/365 except scheduled downtime), technical support response times, and compliance with data security and privacy regulations. The pre-solicitation notice was posted on April 7, 2026, with a due date for questions by April 17, 2026, and the formal solicitation is expected to be posted to SAM.gov on approximately April 20, 2026.

This opportunity is designated as an 8(a) Sole Source award, limiting competition to small disadvantaged businesses certified in the 8(a) program. The contract will serve approximately 1,626 students in grades 2-6 and approximately 120 reading specialists across 99 schools, representing a continuation of existing digital resources originally awarded in fiscal year 2020. The anticipated contract structure is a Firm-Fixed-Price Indefinite Delivery Indefinite Quantity (IDIQ) award with a 12-month performance period from August 3, 2026, through August 2, 2027, though no specific budget value is disclosed in the pre-solicitation notice. Applicable NAICS codes are 611710 (Educational Support Services), 513130 (Book Publishers), and 611620, with PSC U009 (Education/Training - General) designated for this procurement. Vendors must be registered under one of the specified NAICS codes in the System for Award Management (SAM) prior to submission, and all contractor personnel with access to DoDEA data must be U.S. citizens and complete required Privacy Act and PII training.
