About this opportunity

This pre-solicitation notice from the Naval Air Systems Command (NAVAIR) announces plans to award an indefinite delivery/indefinite quantity (IDIQ) contract to Orbital Sciences Corporation for sustainment and repair of the GQM-163A target system. The supplies and services to be procured under the sole source IDIQ include inspection, identification of repair actions, maintenance, calibration, repairs and testing to return the GQM-163A targets to ready-for-issue condition, as well as field support, logistics and engineering services to support ongoing production, training, and depot repair requirements. The anticipated period of performance is a one-year base with four option years, with contract award anticipated in the first quarter of fiscal year 2022.

The anticipated contract has no set-aside designations and will fulfill the needs of the U.S. Navy. As the sole designer and manufacturer of the GQM-163A Coyote target, Orbital Sciences Corporation is identified as the only contractor with the requisite knowledge and experience as the sole integrator of the system. No specific NAICS or PSC codes, budget ranges or quantities are provided, though the notice indicates the IDIQ will be a combination of firm fixed price and cost plus fixed fee arrangements for the described repairs and maintenance.
