About this opportunity
The Naval Air Systems Command (NAVAIR) awarded a sole-source Firm-Fixed-Price Delivery Order to Northrop Grumman Systems Corporation (NGSC) for non-recurring engineering efforts to replace the Fin Actuator Control System (FACS) and Motor Control Valve Actuator (MCVA) of the GQM-163A Coyote Supersonic Sea-Skimming Targets (SSST) system. The contract, valued at $12,599,431, was issued under contract number N00019-21-G-0002 on February 6, 2025, and was justified as a sole-source procurement due to NGSC being the sole designer, developer, and manufacturer of the GQM-163A Coyote SSST System. The procurement was authorized under Title 10 U.S.C. 3204(a)(1), with NAVAIR determining that NGSC is the only contractor with the necessary technical knowledge, maintenance experience, and proprietary data rights to meet the government's requirements for this specialized target system.
