About this opportunity
The Naval Air Warfare Center Weapons Division at China Lake, California intends to procure a GPS Simulator System from Spirent Federal Systems on a sole-source basis due to specific form, fit, and function requirements. This procurement is being conducted on an other than full and open competitive basis, meaning it is not open to general competition. However, any firm that believes it can fulfill the requirement may submit a written capability statement to Virginia Dennison at virginia.j.dennison.civ@us.navy.mil within 5 days of the notice publication date (by August 25, 2025). The capability statement must reference solicitation number N893625Q5126 and clearly demonstrate the firm's experience, assets, background, and ability to perform the work without compromising quality, accuracy, reliability, and schedule. All potential contractors must be registered in the System for Award Management (SAM) database and comply with recent notarized letter requirements for entity administrators.
This procurement does not utilize any set-aside designations, making it available to all business sizes that can demonstrate the required capabilities. Spirent Federal Systems of Pleasant Grove, Utah appears to be the intended sole-source contractor based on the agency's determination that their system meets the specific form, fit, and function needs. The notice does not specify contract value ranges, quantities of equipment to be procured, or detailed performance timelines beyond the immediate response deadline of August 25, 2025. The procurement falls under NAICS code 531210 and PSC category J066 for maintenance, repair, and rebuild of instruments and laboratory equipment. Interested parties should note that SAM registration processing may take several days, particularly with the additional notarized letter requirements that became effective in June 2018.
