About this opportunity
NASA's Marshall Space Flight Center is seeking to procure the Spirent Federal Systems PNT-X Series GPS Simulator and associated software to support the Integrated Avionics Test Facilities under the Space Launch System Vehicle Integration project. The procurement is being conducted as a sole-source acquisition pursuant to 10 U.S.C. 3204(a)(1), with NASA having determined that Spirent is the only responsible source capable of satisfying all technical requirements. Key technical requirements include the ability to generate six antenna outputs with a minimum of 18 satellites per antenna across GPS L1, L2, and L5 frequencies, real-time hardware-in-the-loop capability, and vehicle models for multiple launch and orbital platforms. The government invited interested organizations to submit their capabilities and qualifications electronically to determine whether to conduct the acquisition on a competitive basis, with submissions due by 2:00 p.m. CST on October 31, 2025. The final determination to proceed with sole-source or competitive procurement remains solely at the government's discretion.
This procurement involves no set-aside designations and is intended for award to Spirent Federal Systems, Inc., which currently operates multiple simulators at MSFC with proprietary SimGEN software. The specific equipment to be procured includes the PNT-X Series GNSS Simulator (part number PNTX-B-1272) with multiple feature keys covering GPS L5, signal definition, spoofing, and interference capabilities on L1/L2/L5 bands, an FPGA module, SimORBIT software tool, SDR cards, and classified software packages including SimSAAS and SimMNSA. While the total estimated cost is redacted in available documents, the delivery lead time is specified as 6 to 8 weeks. Market research responses submitted during the October 2025 comment period from VCloud Tech and New Tech Solution were both determined to be technically unacceptable, supporting NASA's determination that Spirent is the sole qualified source.

NASA/MSFC intends to issue a sole source contract to acquire the services from Spirent Federal Systems, Inc pursuant to the statutory authority permitting other than full and open competition of 10 U.S.C. 3204(a)(1), as implemented by FAR 6.104, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to glenda.m.clemons@nasa.gov not later than 2:00 p.m. CST on 10/31/2025.
