About this opportunity

The Department of Commerce's National Oceanic and Atmospheric Administration (NOAA) has issued a Justification for Other Than Full and Open Competition (JOFOC) to award a sole-source contract to Kaymont Consolidated Industries Inc. for GP26 Aerological Sounding Balloons. The contract will provide up to 253,500 balloons over a 39-month period from December 15, 2024, through March 14, 2028, supporting the National Weather Service's requirement of 78,000 radiosonde observations annually. Kaymont is the exclusive U.S. distributor of Totex Corporation's GP26 balloons and the only source authorized to sell to government agencies, capable of meeting the specific technical requirements of maintaining a 5-meter per second ascent rate to 30,000 meters altitude. Market research confirmed that while other resellers exist, they cannot fulfill the government's need for approximately 6,500 balloons per month with a 75-day lead time. The sole-source justification was supported by a Sources Sought notice on SAM.gov and a Notice of Intent to Sole Source, with Kaymont being the only respondent capable of meeting NOAA's stringent operational requirements.
