About this opportunity

The General Services Administration (GSA) Federal Acquisition Service is conducting market research through a Request for Information (RFI) for a new GovPackagingSolution (GPS) Blanket Purchase Agreement (BPA) focused on shipping and packaging materials for government agencies. The procurement will utilize GSA Federal Supply Schedules with multiple Special Item Numbers (SINs) and is intended to serve as the best-in-class vehicle for government packaging and shipping needs. This RFI is strictly for planning and market research purposes and does not constitute a formal solicitation or commitment to award a contract. Interested parties must respond using the provided online form by June 26, 2025, and GSA will host a virtual townhall meeting on July 1, 2025, from 2:00-3:30pm EST to facilitate open discussion. Additional feedback can be directed to the GSA contacts: Auston Hensley, Lance Williams, and Candace Grella. The government emphasizes that responses to this RFI will not impact future solicitation participation, and companies will not be reimbursed for any costs incurred in preparing their responses.

This procurement opportunity does not involve any set-aside designations and is open to all qualified contractors. No current incumbents or existing contractors are identified in the documentation provided. The government intends to establish a five-year BPA structure consisting of a one-year base period followed by four one-year option periods. No specific award values, budget ranges, or quantity requirements are disclosed in this pre-solicitation phase, as the RFI is designed to gather market intelligence rather than solicit pricing information. The timeline spans from the current RFI phase through the intended five-year performance period, though the actual solicitation and award timeline remains unspecified. The procurement will leverage the existing GSA Federal Supply Schedule framework, indicating that contractors must already hold or be eligible for relevant GSA schedule contracts to participate in the eventual BPA awards.
