About this opportunity
The Defense Logistics Agency Aviation is conducting market research for a procurement of governors, pumps, and presses with NSN 4320-01-189-1410YP and part number 366870-10. The agency is seeking to determine if alternative sources can satisfy their specific requirements for these components. This pre-solicitation notice serves as a Request for Information to improve small business access to acquisition information and enhance competition by identifying potential contracting opportunities. Interested parties are invited to submit capability statements, proposals, or quotations by January 29, 2025, which will be considered by the agency. The contracting officer, Kitty Lam, can be reached at 385-519-8190 or michelle.parker.2@us.af.mil for further inquiries.
The procurement is not set aside for small businesses and is being pursued under 10 U.S.C. 2304(C)(1), indicating the supplies are available from limited sources and no alternative types of supplies will satisfy agency requirements. The government does not own the data or rights to procure the part from additional sources and has determined it would be uneconomical to purchase such rights or reverse engineer the part. The current solicitation suggests TRANSDIGM (99193) as a potential source, and the procurement involves 18 units with an estimated delivery scheduled for October 11, 2025. Foreign participation is not permitted at the prime contractor level, and one or more items are subject to Free Trade Agreements.
