About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) has published a Special Notice announcing its intent to negotiate a sole source contract with The Woods Hole Group, Inc. for satellite data telemetry services. The contract will be awarded under the authority of FAR 13.106-1(b)(1) and is being managed by NOAA's Western Acquisition Division-Boulder within the Global Ocean Monitoring and Observing (GOMO) program. The services will be performed in Silver Spring, Maryland, and the contract includes a base year from September 1, 2025 to September 9, 2026, with two additional option years extending through September 9, 2028. NOAA has determined that The Woods Hole Group, Inc. is the sole vendor capable of providing these specific satellite data telemetry services. The company is located in Bourne, Massachusetts and will provide critical data transmission services for NOAA's scientific operations.
The sole source determination is based on The Woods Hole Group's exclusive access to the Argos Data Collection System (DCS), a satellite network jointly developed by France's Centre National d'Etudes Spatiales (CNES), NOAA, and NASA under Memorandums of Understanding signed in 1986 and 2015. The Woods Hole Group is the only authorized service provider in the United States that can access the Argos DCS satellites and provide the required data transmission, decoding, processing, and delivery services for 402 devices currently deployed globally for critical scientific operations. This notice is not a request for competitive proposals, and no solicitation package is available. However, firms that believe they can fully meet the government's requirements may submit substantiating documentation within 15 days of the notice's publication date of August 21, 2025. Such documentation will be evaluated solely to determine whether the procurement should be conducted on a competitive basis rather than sole source.
Notice text
***The National Oceanic and Atmospheric Administration’s (NOAA) Acquisition & Grants Office (AGO), Western Acquisition Division-Boulder (WAD), National Oceanic and Atmospheric Administration (NOAA), Oceanic and Atmospheric Research (OAR) Global Ocean Monitoring and Overserving (GOMO), intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with The Woods Hole Group, Inc. located in Bourne, MA for satellite data telemetry services to be performed in Silver Spring, MD.
***The sole source determination is based on NOAA’s requirement that The Woods Hole Group, Inc. is the only vendor that manufactures and distributes these satellite data telemetry services. The Argos DCS is a satellite network jointly developed by the French Space Agency, Centre National d’Etudes Spatiales (CNES), NOAA and NASA. Memorandum of Understanding (MOU) has been signed between France and the United States, first in 1986 and subsequently in 2015. These MOUs create single subsidiaries in each country to execute the operations of Argos DCS. The Woods Hole Group, Inc is the sole service provider that can access the Argos DCS satellites in the United States. Only they can provide the required data transmission, decoding, processing and deliver the data to the NOAA programs for the existing 402 devices deployed globally conducting critical scientific operations.
Period of Performance: 010SEP2025 – 09SEP2026 (Base year) 010SEP2026 – 09SEP2027 (Option year 1) 010SEP2027 – 09SEP2028 (Option year 2).
***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
