About this opportunity

The Department of the Navy Naval Sea Systems Command is soliciting commercial golf carts, both electric and gasoline models, through a combined synopsis/solicitation prepared in accordance with Federal Acquisition Regulation Subpart 12.6. The procurement specifically requires brand name or equal vehicles to 2025 EZGO Express 4 models, with detailed specifications including special accessories such as LED lighting, USB ports, rear-facing seats, lifted ride height, and specialized tires and wheels. Offerors must comply with standard commercial item terms and conditions including FAR clauses for solicitation provisions, instructions to offerors, representations and certifications, and brand name or equal requirements. The solicitation was posted on August 18, 2025, with responses due by September 3, 2025, providing a tight 16-day response window. Delivery must be FOB Destination to two specified locations: Singing River Island USS Barry Lane Building 88 in Pascagoula, Mississippi, and Austal Shipyard in Mobile, Alabama.

This procurement is designated as a Total Small Business Set-Aside under NAICS code 33699 (Other Transportation Equipment Manufacturing) with a small business size standard of $38.5 million, meaning only qualified small businesses may submit bids. The requirement calls for a total of four golf carts: two gasoline-powered 2025 EZGO Express 4 units with specific blue body color and enhanced features to be delivered to Pascagoula, and two electric 2025 Express 4 ELiTE units with street legal packages and premium accessories to be delivered to Austal USA in Mobile, Alabama. The procurement serves the SUPSHIP Gulf Coast End User, indicating these vehicles will support naval shipbuilding operations at both contractor facilities. While no contract value is specified in the notice, the small business size standard suggests the procurement falls well below the $38.5 million threshold. Performance locations are split between Mississippi and Alabama, reflecting the Navy's shipbuilding presence in the Gulf Coast region.
