About this opportunity
The U.S. Army Corps of Engineers (USACE) Detroit District is conducting market research to identify contractors capable of providing mechanical dredging and contaminated sediment placement construction services for the Monguagon Creek Upper Trenton Channel (MCUTC) project located in Riverview, Michigan, just south of Bridge Road and the Grosse Ile Toll Bridge. This is a Sources Sought notice issued for market research purposes only and does not constitute a formal solicitation, Request for Bid, Proposal, or Quote. The notice seeks to identify both small and large business entities with demonstrated experience in environmental dredging and combined disposal facility (CDF) placement operations. Interested contractors must submit detailed responses through the Sources Sought Questionnaire (provided as a government file) that demonstrates their company qualifications, bonding capacity, relevant past project experience, and intent to bid on future procurements. The deadline for submitting responses to this market research notice is December 10, 2025, and respondents should note that telephone inquiries will not be accepted or acknowledged. Responses are entirely voluntary, will not be returned to respondents, and USACE has made no commitment to award a contract based on this announcement.
Based on responses received during this market research period, the USACE Detroit District may structure the future procurement as a small business set-aside across various socioeconomic categories or may proceed with full and open competition. No incumbent contractor has been identified in this pre-solicitation notice, and no specific award value or budget range has been disclosed at this time. The project falls under NAICS Code 237990 (Other Heavy and Civil Engineering Construction) and PSC Code Y1KF (Construction of Dredging Facilities). No funds are available to reimburse respondents for preparation costs associated with this market research effort, and participation in this Sources Sought notice does not guarantee consideration in any future formal solicitation. The market research responses will inform USACE's acquisition strategy and help determine the appropriate procurement method and potential small business set-aside classification for this environmental remediation project.
