About this opportunity

The Naval Air Systems Command (NAVAIR), specifically the V-22 Joint Program Office, intends to issue a delivery order modification under an existing Basic Ordering Agreement to Bell Boeing Joint Program Office for engineering, technical, and integration analysis of GPS M-Code engineering builds. The contract will involve updating an Engineering Change Proposal (ECP V-22-1216R1) and performing technical integration analysis from RTX and additional technical information materials (TIMs). The procurement is being pursued as a sole source contract under Title 10 U.S.C.3204(a)(1), which allows for non-competitive procurement when only one source can satisfy agency requirements. Any interested parties who wish to demonstrate their capability must submit a capability statement within fifteen days of the notice's publication. The planned award date is June 2025, with the contract modification to be attached to the existing GPS M-Code Follow On Delivery Order N0001921F0805.

The contract is designated as an 8(a) Sole Source set-aside, specifically targeting Bell Boeing as the exclusive contractor due to their unique position as the sole designer, developer, and producer of the V-22 Tiltrotor aircraft. Bell Boeing is located at 401 Tiltrotor Dr in Amarillo, TX 79111, which will also serve as the place of performance. The procurement falls under NAICS Category 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing, with a Product Service Code of 1680 for Miscellaneous Aircraft Accessories and Components. While no specific contract value is mentioned, the modification is focused on engineering builds and technical integration analysis. Potential subcontractors interested in opportunities can contact Jennifer McKeon at Jennifer.m.mckeon@boeing.com or supplierdiversity@bh.com for further information.
