About this opportunity
NASA's Armstrong Flight Research Center is seeking engineering, manufacturing, and technical support services for the Global Hawk Skyrange Program Demonstration through a pre-solicitation notice posted on August 12, 2025. The contractor will provide comprehensive support for the operation, maintenance, and required modifications of Global Hawk air vehicles, Ground Control Stations, Ground Support Equipment, and associated spares and repairs. NASA intends to issue a sole source contract modification to Northrop Grumman Systems Corporation under FAR 6.302-1 authority, citing that only one responsible source can satisfy the agency's requirements. Organizations interested in demonstrating their capabilities and qualifications must submit their responses electronically to the designated contracting officer by 12:00 PM PST on August 19, 2025. The government will evaluate these submissions solely to determine whether to conduct the acquisition on a competitive basis, though the final decision to maintain sole source procurement remains at the government's discretion.
This procurement does not utilize any small business set-aside designations and NASA has specifically identified Northrop Grumman Systems Corporation as the intended sole source contractor. The acquisition will not be conducted under FAR Part 12 commercial product or service procedures, indicating a more complex, specialized government requirement. The contract falls under NAICS code 488190 for Other Support Activities for Air Transportation and PSC code J049 for maintenance and repair of equipment. While the pre-solicitation notice does not specify contract values, timelines, or quantities, the sole source justification suggests this is a continuation or modification of existing contractual arrangements with Northrop Grumman. The tight seven-day response window from posting to submission deadline indicates NASA's urgency in moving forward with this acquisition, whether on a sole source or potentially competitive basis.
